Kelley Potenza released the report from the &#8220;Special Committee to Look at Long Term Care in Strafford County&#8221;<\/strong><\/p>\n<p><a href=\"https:\/\/straffordcountyrepublicans.org\/scrc\/wp-content\/uploads\/2026\/10\/Potenza-Final-RRH-Combined-Comprehensive-SCLTC-Report-9.25.26.pdf\" target=\"_blank\">Riverside Rest Home: What the Numbers Actually Show<\/a><\/p>\n<p>For over 10 months, I have been examining the future of Riverside Rest Home and Long Term Care in Strafford County using the County\u2019s own census records, budgets, Medicaid cost reports, admissions data, and independent state and national long-term-care research. The resulting report provides a comprehensive look at RRH\u2019s utilization, costs, resident population, regional nursing-home capacity, and several options for its future. The data deserve serious attention: RRH\u2019s average daily census was 172.35 residents in 2025\u201418.8% below its 2016 peak\u2014while its 2026 budget has grown to $42.23 million. Holding the 2025 census constant for comparison, that represents approximately $245,040 per resident per year, or $671 per resident-day. Medicaid cost reports provided by the County Administrator show $74.48 million in reported operating losses over 11 year from 2015 through 2025.<\/p>\n<p>This report is not simply about whether Riverside should remain open or close. It examines several paths forward, including an orderly phase-down, a five-year transition, and maintaining a smaller county safety-net facility capped at approximately 100 residents with targeted renovations. It also raises important questions about whom the County facility should serve and at what cost: 142 of RRH\u2019s 312 new admissions in 2025\u201445.5%\u2014<strong>originated outside Strafford County,<\/strong> while RRH&#8217;s cost per resident substantially exceeds published private-pay nursing-home benchmarks.
